16-Apr-2011 -- Because I knew that this confluence point lies inside a Naval Weapons Base, I was expecting - as I drove northwards along a public road just west of the base - to have to register this as an 'incomplete' visit. I was surprised to learn, however, that by standing just off the side of the road (near a set of railroad tracks running between the road and the base), I was able to get 280 feet from the confluence point. This, taking into account GPS error, was barely enough for a successful visit.
If I had walked along the railroad tracks themselves, I could have gotten a little closer, but I suspected that I might be breaking the law if I walked along the tracks, so I decided not to go there. (Getting 'all zeros' definitely seems to require venturing onto the base, however, so I definitely don't advise doing that without permission.)
I was reminded of another confluence point, [38,-122], near my home in California, that is also located just inside a Naval Weapons Base. (In both cases, you can get close enough for a successful visit by stepping off the side of a public road that runs just to the west of the base.)
